		<description>This is very typical of the way Elgin conducts business. Very tightly adominishing anything that is out any concervative and moral matter. Who's business was it what they did on their own time? I ask that there are many things wrong, and things are done wrong all the time, but some of those harm people, and bring severe consiquences. This brings money spent for the wrong reason. I believe some city offical was getting a ego wedgie. Can't let that happen without spending "whatever it takes!" to get to the bottom of nobodys business. Grow up you jackass, and do what you are suppose to do. Help the citezens of Elgin.</description>

Or for that matter any actual obvious &lt;em&gt;crimes&lt;/em&gt;, like homicide, drug dealing or dogfighting? 

A 784 report to chronicle an affair between two consenting adults?

Maybe the police department or Mr. Stegall will tell us how much time was spent on this report and what was the actual cost of compiling it.

All that effort just to put into place a 30-day suspension. Does it make sense?</description>
