		<description>According to the City of Elgin's map it looks like the library is not downtown, the Centre is.

But it's on the other side of the street only so calling it "downtown isn't much of a stretch.  Probably 50 feet away from the boundary.

		<description>In my younger the years the library was downtown when it was in the building that now has some restaurant in it.

I guess when I think of the definition of downtown it includes other businesses being next to it.  

The library is off on it's own.

Doesn't matter one way or the other anyway.</description>
