But there is confusion about how Elgin secured the Land of Lincoln's heavyweight title. A Web site for Activate Elgin referred to "Illinois Secretary of State Driver's License Facility Data, 2006." But spokesman Dave Druker said the office did not conduct such a study. Officials with the state Departments of Public Health and Transportation likewise disavowed it. The source apparently was City Councilman David Kaptain, who admits he was the first to bring the news to the attention of other city officials.
