16-year-old psychopath roamed free
Elgin High School teacher Carolyn Gilbert’s attacker was implicated six months earlier of the rape of an 8-year old, and the Kane County State’s Attorney (John Barsanti) did nothing:
Multiple sources have confirmed that Angel Facio, 16, of the 600 block of Jefferson Avenue, Elgin, was implicated in the reported Aug. 13 assault of an 8-year-old Elgin girl. Sources said the Kane County State’s Attorney’s Office has decided to present the information on the case to a grand jury this morning in light of last week’s attack on Carolyn Gilbert. What is going on in the Kane County State’s Attorney’s office?

Reports at the time implicated Facio’s involvement, but as is standard protocol in Kane County, the case was turned over to the county’s Child Advocacy Center for investigation. Elgin police at that point removed themselves from the investigation as the protocol instructs. All interviews, evidence, etc. were compiled by CAC for presentation to the state’s attorney’s office.
CAC investigators using a rape kit took evidence and spoke with the girl and her family. Sources said the case has languished since that time for a number of reasons. Interviews took an extended period of time, in part because the victim’s family left town for a while. Additionally, a huge backup at the Illinois State Crime Lab delayed evidence analysis. During that time, Facio has remained free and was not charged with any crime.
The purpose of CAC, which falls under the Kane County State’s Attorney’s office, is to protect child victims, not child perpetrators. This is from their own website:
The CAC is designed to provide the best available aid…for the investigation and prosecution of sexual abuse and/or serious physical abuse to children…The Child Advocacy Center is committed to providing a safe environment for child victims of sexual assault and severe physical abuse.
It’s absolutely insane. If the perpetrator of the rape of the 8-year old in question was a 40-year-old man, would he too have been free all this time?
What does John Barsanti have to say about this? I would like to know, and I hope the Courier gets something out of him.

horrific! so sad to think this tragedy could have been averted if authorities had better handle the rape–another tragedy–from last summer.
i suppose the only somewhat positive thing is that it is not gang-related, so now everyone who was lamenting about how gangs are taking over elgin can stop saying that.
