Those who use Elgin’s new $8.7 million Fulton Street parking deck are concerned that it’s serving more as a glorified homeless shelter than a place to park.The stairwells smell like a bar after closing time. Cigarette butts, bottles, litter, human waste of all variety and cardboard from makeshift beds are common sights on weekends when cleaning crews aren’t working. (Daily Herald 10/15/06)

That’s too bad. I guess the homeless don’t know that the casino is the place to go for craps.
