The city council voted 5-2 on Wednesday to move a step closer to awarding its biggest downtown development incentive yet.It also unanimously approved an ordinance that would force restaurants located near residences to close between midnight and 5:30 a.m.

Just before the vote Kaptain added, “I hope they prove me wrong.�

It is attitudes like Kaptain’s that started Downtown Elgin’s downfall 20 years ago and almost voted down the casino 10 years ago. It takes money to make money.
